Best Illinois Sportsbooks & Betting Apps

Illinois taxes every online bet, so choosing among the best Illinois sportsbooks is about more than the welcome bonus. This guide shows which Illinois betting apps add a per-bet fee and which raised their minimum bet instead.

FanDuel is our top pick and led the state in revenue in November 2025. DraftKings is the busiest book by handle and adds three months of NBA League Pass for Bulls fans. BetRivers took Illinois' first legal online bet on June 18, 2020, and charges no per-bet fee, using a $1 minimum bet instead.

One of the best Illinois sportsbook promos this month is BetRivers' Up to $500 Second Chance Bet. If your first bet loses, you get bet credits back, and no Promo Code is needed.

We also cover promo codes, laws and restrictions such as the ban on Illinois college teams, a timeline from the 2019 law to the per-wager tax, and the Bears, Bulls and Blackhawks games coming up. You must be 21 and physically in Illinois to bet. Enjoy!

Laws and restrictions

Illinois sports betting laws: what you can and can't bet on

Illinois legalized sports betting with the Sports Wagering Act in June 2019. Retail books opened in March 2020 and online betting followed on June 18, 2020. A few rules here are stricter than in most states. The Illinois Gaming Board licenses and regulates every sportsbook below.

21 and over

You must be 21 to bet, online or at a retail sportsbook.

Sign up from anywhere, bet from Illinois

The original law made you register in person at a casino before using an app. That rule was dropped for good in March 2022. Now you sign up online, and geolocation checks that you're in Illinois when you bet.

No bets on Illinois college teams

You can't bet on the Illini, Northwestern, Loyola or any other Illinois college team, online or in person. Player props on college athletes aren't allowed either.

Per-bet tax and fees

Since July 1, 2025, books pay 25 cents on each of their first 20 million online bets a year and 50 cents after that. FanDuel and DraftKings charge 50 cents a bet, Fanatics and Caesars 25 cents, and bet365 25 cents on bets under $10. BetRivers ($1), Hard Rock ($2), BetMGM ($2.50) and Circa ($10) raised minimum bets instead.

20%-40% revenue tax

Since the 2024 budget, sportsbooks pay a sliding tax of 20% to 40% of revenue on top of the per-bet tax. In the 2026 fiscal year Illinois collected $593 million from sports betting.

Self-exclusion

The Illinois Gaming Board's statewide self-exclusion program covers both casinos and sportsbooks. Anyone already on the casino list is barred from sports betting too.
